For 2004, Mezco Toyz continues their Popeye the Sailorman product line with a third series of Popeye action figures:

The Popeye mini-figures will come packaged in two ways:
- the Deluxe Box Set Boat Playset will come with 3 exclusive figures and an Octopus
- two-packs of mini-figures on j-hook cards (Popeye & Olive Oyl, Bluto & Wimpy)
The ten-inch rotocast Popeye figure gets a new look in 2004 with a new outfit. The Popeye Hands (soft foam gloves) are a roleplay toy featuring motion-activated sounds.
