Who/what is Cy-Chop?

Just saw a picture of Cy-Chop...love the design, think this will be the first Masters figure i buy. Is he an original design, or is it based off something from the old line/cartoons/movie?

He's from the 30th anniversary create a character line. He's by Terry Higuchi, a Mattel design employee. Cy-Chop once hung out with Kronis (Trap Jaw) doing bounty hunting things. Now, he's with the Evil Horde. I really like the character, and the design, as well!
