Okay, I stumbled upon this list:
The Most Nostalgia-Inducing '90s Toys
It has Kosh Balls and Tamagotchis as the top toys, now I get it they would fall into a bigger genre of "toys" but to me these are not toys, the TMNT playset would be a toy and should beat at least the Kosh balls, right?
Or am I being too particular on this?

I think you are confusing action figures and toys. Balls are toys, hula hoops are toys, Lincoln Logs are toys, jacks & yo-yo's are toys, etc... It's a pretty broad category that includes everything from the etch-a-sketch to Barbie to SW figures.
So for me, koosh (sp?) balls and Tamagotchi's definitely qualify.
Now, if you are making a list of top action figure lines for nostalgia, then that is a different story.
